Candidate Obama promised change. A good change is happening in the House of Representatives. The Democratic Leadership has been investigating ethical ‘lapses’ by members. These investigations cover more Democratic members than Republicans.

Sadly, the internal report was leaked or stolen. Stolen may be more accurate. A junior staffer using a home computer had the files taken through peer to peer software. Whatever peer to peer software might be.

WASHINGTON – Internal investigations into the conduct of over two dozen House members have been exposed in an extraordinary, Internet-era breach of security involving the secretive process by which Congress polices lawmaker ethics.

The [Ethics] panel announced that it was investigating two California Democrats — Reps. Maxine Waters and Laura Richardson — even as its embarrassed leaders took pains to explain that several other lawmakers also were identified in the leaked confidential committee memo but may have done nothing wrong.

Even with our tradition of Innocent Until Proven Guilty, any allegations of unethical behavior taint our entire government and the legislative process. Hopefully, the investigations into Congressional behavior will continue in a robust manner. But keep the allegations secret until the evidence warrants public scrutiny, like a grand jury type of review. Not a trial in the newspapers.
